Assistant Legislative Counsel at Ministry of Law and Justice (8 Vacancies, Level-11) and Law Officer at Land and Building Dept., Govt. of NCT of Delhi (3 Vacancies, Level-7) via UPSC

The Union Public Service Commission (UPSC) has issued Advertisement No. 12/2026, inviting online recruitment applications for direct recruitment by selection to 13 vacancies across four posts. Two of these are law posts:

• 8 vacancies of Assistant Legislative Counsel (Grade IV of the Indian Legal Service) in the Legislative Department, Ministry of Law and Justice (Vacancy No. 26091202226)
• 3 vacancies of Law Officer in the Land and Building Department, Government of NCT of Delhi (Vacancy No. 26091203226)

The other two posts in the same advertisement (Junior Technical Officer (Sugar Technology) at the National Sugar Institute, Kanpur, and Specialist Grade II (Cardiology) at NDMC) are not law posts.

• Reservation: UR-04, EWS-01, OBC-02, SC-01; one of the eight vacancies is reserved for persons with benchmark disabilities (Blindness and Low Vision category). The post is also suitable for several other PwBD sub-categories, including ASD (Mild).
• Pay: Level-11 in the Pay Matrix as per 7th CPC
• Essential qualifications: a degree in law of a recognised university or equivalent, and one of the following: seven years as a member of a State Judicial Service; seven years in a superior (non-clerical, law-degree) post in the legal department of a State; seven years' experience in legal affairs as a Central Government servant; a Master's degree in law with at least five years' teaching or research experience in law; or being a qualified legal practitioner of not less than 30 years of age
• Qualified legal practitioner means an advocate or pleader who has practised for at least seven years, or an attorney of the High Court of Bombay or Calcutta who has practised for at least five years, or as attorney and advocate for a total of at least five years. Periods in the judicial service, State legal department, Central Government legal work and practice count towards one another.
• Desirable: experience in legislative drafting
• Age limit: 40 years for UR/EWS, 43 for OBC, 45 for SC; relaxable up to 10 years for PwBD
• Duties: legislative drafting, and scrutiny of statutory rules and orders
• Service: permanent, Group 'A' Gazetted, Grade IV of the Indian Legal Service; probation of two years
• Headquarters: New Delhi

• Reservation: UR-02, OBC-01; one of the three vacancies is reserved for PwBD (locomotor disability category)
• Pay: Level-07 in the Pay Matrix as per 7th CPC
• Essential qualifications: a degree in law from a recognised institute or university, and two years' experience in legal work as a legal practitioner or two years' experience in legal work in a government office
• Age limit: 30 years for UR, 33 for OBC; relaxable up to 10 years for PwBD
• Duties: assisting the Government Advocate in writ petitions before the High Court and Supreme Court on land acquisition cases and allotment of alternative plots to persons whose land was acquired; conducting land acquisition cases and civil suits in the court of the Additional District Magistrate and subordinate courts of Delhi; and other work of the department's legal branch
• Service: permanent, General Central Service Group 'B' Gazetted, Non-Ministerial; probation of two years, including a mandatory induction training of at least two weeks
• Headquarters: Land and Building Department, Delhi

OBC reservation for the GNCTD Law Officer post follows the Government of NCT of Delhi rules: an OBC certificate issued by GNCTD for a caste notified as OBC by GNCTD, or a certificate issued outside Delhi that notes the caste is notified as OBC by GNCTD and was prepared on the basis of a GNCTD OBC certificate issued to the candidate's father, siblings or paternal uncles who resided in Delhi before 8 September 1993. Delhi OBC candidates who cannot locate their caste's serial number in the Central List while filling the Common Application Form may enter "0" or "NA" in that field.

Selection is by interview. Where applications are numerous, UPSC may shortlist by desirable qualifications, higher qualifications or experience than the minimum, or by holding a Recruitment Test. The minimum level of suitability in the interview is 50 marks for UR, 45 for OBC and 40 for SC/ST/PH candidates, out of 100. Recruitment Tests, if held, are ordinarily conducted at Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi and Visakhapatnam. Experience on a part-time, daily-wage or visiting/guest faculty basis is not counted when shortlisting.

Rs 25, payable online by Visa/Master/RuPay credit or debit card, UPI or internet banking. No fee for women candidates of any community, or for SC, ST and PwBD candidates. OBC, EWS and unreserved male candidates must pay the full fee. Fee once paid is not refunded.

• Apply online only, on the UPSC Online Application Portal at upsconline.nic.in. The portal has four modules: account creation, Universal Registration (URN), Common Application Form (CAF) and the post-specific module.
• Upload a photograph, capture a live photograph, and upload three signatures in black ink on plain white paper while filling the CAF.
• Upload a separate PDF in support of every claim: date of birth (Class 10 certificate), law degree, experience certificate in the prescribed proforma, caste, PwBD and age-relaxation certificates as applicable. Do not upload pay slips, resumes, appointment or relieving letters. Proformas are on the UPSC Forms of Certificates page.
• Applications cannot be withdrawn or edited after submission. Keep a printout of the submitted application; it must be produced at interview with the original documents.
• Closing date: 6:00 PM on 16 October 2026. Eligibility in every respect is determined as on this date.

Candidates must be citizens of India, or a subject of Nepal or Bhutan, a Tibetan refugee who came to India before 1 January 1962, or a person of Indian origin who migrated from the specified countries, in the last cases with a certificate of eligibility from the Government of India.
