About this recruitment

The University of Kashmir, a NAAC A++ accredited state public university at Hazratbal, Srinagar, has issued Advertisement Notice No. 17 of 2026, dated 6 August 2026, inviting online applications for the post of Assistant Professor and equivalent across its Main Campus departments, institutes and centres. Law is one of the subjects on the list, alongside Arabic, Bio-Chemistry, Bio-Informatics, Bio-Technology, the Centre of Central Asian Studies, Distance & Online Education, Economics, Education, Food Science & Technology, Foreign Languages, Geo-Informatics, History, Home Science, the Iqbal Institute of Culture & Philosophy, Lifelong Learning, Persian, Political Science, Urdu and Zoology.

The teaching post sits in the University's School of Law on the Hazratbal main campus. The notice records that these posts are distinct and independent from posts currently sub judice, and are subject to the outcome of the relevant court cases.

The Law posts on offer

The notice advertises two Assistant Professor posts in Law on the Main Campus, both category-reserved:

  • Post ID PGD-LA-20 — Economically Weaker Sections (EWS)
  • Post ID PGD-LA-21 — LAC/IB (Line of Actual Control / International Border)

Clause xxi of the notice adds an opening for unreserved candidates: because EWS vacancies cannot be carried forward as backlog, if no suitable EWS candidate is available the post is to be filled under the UR category, and UR candidates may therefore apply against the EWS post at their own risk and responsibility, with their candidature considered only if no EWS candidate is available or suitable.

Reservation follows S.O. 305 dated 21 May 2024 issued by the UT Government of Jammu & Kashmir. A 4% horizontal reservation applies to the Physically Handicapped category. The University states the number of vacancies is tentative and reserves the right to increase or decrease posts at the time of selection, or not to fill any advertised vacancy.

Pay

The posts carry Academic Level 10 of the 7th CPC Pay Matrix, Rs 57,700 to Rs 1,82,400, plus allowances.

Terms of appointment are governed by the Kashmir & Jammu Universities Act, 1969 and the Statutes and Regulations made under it, along with UGC and Union Ministry of Education provisions as applicable. Where the University has no service rules of its own, the UT Government's rules apply mutatis mutandis. Services of appointees are transferable between the University's satellite campuses.

Who can apply

For Assistant Professor posts the notice requires:

  • A Master's degree with 55% marks, or an equivalent grade on a point scale, in the concerned, relevant or allied subject from an Indian university, or an equivalent degree from an accredited foreign university. On the seven-point scale, grade B is treated as equivalent to 55%.
  • NET is compulsory for candidates holding only a post-graduate degree. Candidates belonging to the UT of J&K who are not NET-qualified must hold SET instead.
  • Candidates without NET or SET who hold a PhD in the concerned subject in compliance with the UGC (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2009, as amended, are exempted from the NET/SET requirement. Those registered for the PhD before 11 July 2009 must satisfy the conditions on regular mode, two external examiners, an open viva voce, two research papers (one in a refereed journal) and two conference papers, certified by the Registrar or Dean (Academic Affairs) or Dean Research of the awarding university.
  • A 5% relaxation at both Bachelor's and Master's level applies to SC / ST / OBC (non-creamy layer) and differently abled candidates, based only on qualifying marks without any grace-mark procedure.
  • A PhD from a foreign university ranked in the world top 500 by QS, Times Higher Education or ARWU (Shanghai) at any time also qualifies.
  • Candidates with a PhD who passed their Master's before 19 September 1991 with 50% or more marks are also eligible.

Candidates seeking a NET/SET exemption must produce a bona fide certificate and a Minimum Standards Certificate from the awarding university. Foreign post-graduate or PhD degrees need an Equivalence Certificate from the Association of Indian Universities, New Delhi, failing which the application is rejected.

Application fee

The application fee is Rs 1,200, payable through online mode only at the payment step of the application form. Persons with benchmark disabilities (PwD) are exempted from the fee. The notice states that the fee once paid will not be refunded or re-adjusted under any circumstances.

How to apply

Applications are online, followed by a mandatory hard copy.

  • Step 1: Visit www.kashmiruniversity.net and open the Jobs/Recruitment link. Read the important instructions and the preview of the registration and submission process first.
  • Step 2: Register through the Register as an Applicant link using a valid email ID and mobile number, and note the username and password.
  • Step 3: Log in with those credentials.
  • Step 4: Enter personal details, educational qualifications and experience, preview the form, correct anything that needs correcting, then submit. No editing or updating is allowed once the form is submitted. Print the form and note the Form Number.
  • Step 5: Pay the Rs 1,200 fee online.

The printed application form, with self-attested enclosures numbered at the right-hand top margin in the order of the auto-generated serial numbers, the online payment acknowledgement, and properly bound, must then reach Room No. 106, New Administrative Block, Main Campus, University of Kashmir, Hazratbal, Srinagar - 190006, UT of J&K, in person or by Speed Post / Registered Post. The envelope must be superscribed with the post applied for, the Post ID, and the advertisement notice number and date. Candidates who fail to submit the hard copy within time will be rejected without notice, and forms received by post after the last date are liable to be rejected.

Applications from government servants and from university or affiliated-institution employees must be routed through the proper channel; applications not so routed are liable to be rejected, though an advance copy may be sent early. Candidates applying under more than one category or campus must submit a separate application for each.

Shortlisting and selection

Where a large number of applications is received, shortlisting is done on a 100-point score: 80 for the academic record (15 graduation, 25 post-graduation, 7 MPhil, 30 PhD, 7 NET with JRF / 5 NET / 3 SLET-SET, with MPhil plus PhD capped at 30 and JRF/NET/SET capped at 7), 10 for research publications at 2 marks for each paper in a peer-reviewed or UGC-listed journal, and 10 for teaching or post-doctoral experience at 2 marks a year, plus up to 3 marks for international or national awards and 2 for state awards.

Selection itself is based only on performance in the interview. Twenty candidates are shortlisted against one post, with five more for every additional post. Candidates called for interview are paid no TA or DA. The notice also records that a minimum of three eligible applicants is needed to hold an interview, failing which the post is re-advertised.

From 14 June 2019 only publications in UGC-CARE, Scopus or Web of Science listed journals count for academic credit; publications in predatory or dubious journals, and presentations at predatory conferences, are not considered.

Before you apply

A few conditions in the notice are worth reading carefully. Category or post-code choices cannot be changed after the online form is submitted, so pick the right one first. Category certificates must be valid and issued by the competent authority, and EWS certificates must be valid at least until 31 December 2026 with gross family annual income below Rs 8 lakh for the financial year preceding the application year. Eligibility must be complete by the last date stated in the notice.

Addenda, corrigenda and notices to this advertisement are uploaded on the University website only, with no individual intimation, so candidates are expected to check the site and their applicant profile regularly. The advertisement is subject to the outcome of any writ petitions pending before a competent court.
