About the conference

ICON•S, The International Society of Public Law, invites panels and papers for its 2027 Annual Conference, to be held at the Academia Sinica in Taipei, Taiwan, from 30 June to 2 July 2027. The conference theme is “Global Trajectories of Public Law: Endurance and Contestation.” Submissions relating to the theme are particularly encouraged, but proposals addressing all areas of public law, broadly defined, are welcome, and a paper does not have to relate to the theme.

The conference will be held fully in person. All panels and book roundtables take place on site at Academia Sinica, and there is no remote or hybrid participation option. No requests for virtual participation will be entertained.

Who can submit

You must be an active member of ICON•S in order to make a submission. An active member is an individual who has an interest in public law research, has an ICON•S account, and has paid the annual membership fee or received a fee waiver. Presenting co-authors must also be active members before the submission deadline.

Types of submission

  • Individual Submission: a paper you would like to present in a panel the organisers put together. If selected, your paper is grouped with other thematically linked individual papers in one of the parallel panel sessions. Individual submissions must be in English.
  • Organizer of a Fully-Formed Panel or Book Roundtable: a panel or roundtable made up of multiple paper presentations around a unified theme, or dedicated to discussing a book. All participants in it must make separate submissions alongside the organizer’s overarching proposal.
  • Participant in a Fully-Formed Panel or Book Roundtable: a paper for such a panel, or a role as chair or discussant.

Panel and roundtable rules

  • A fully-formed panel has between three and five thematically related presentations (papers by different authors, or comments by discussants), given by a minimum of four and a maximum of six participants, counting the chair, discussants and authors, including presenting co-authors.
  • It needs a title, a panel type, a 250-word description and a single chair, who may also present within these limits.
  • A book roundtable has a chair and at least three people who have agreed to discuss and critically engage with a recently published monograph. The same participant and presentation limits apply.
  • ICON•S reserves the right to reject panels that achieve gender balance solely through the chairperson.
  • Panels and roundtables may be in any language for 2027. A non-English panel must include at least one participant able to translate questions and responses to and from English, must be proposed in English with an English title, and must name its language in parentheses in the title, for example “Judicial Review in Emergency Regimes (Spanish)”.

What every submission must include

  • A title, an abstract or description of up to 250 words, and biographical details of the participants.
  • Individual and panel author submissions require the title and abstract in English.
  • A panel or roundtable proposal also needs the panel type, a 250-word description, and the names and Reference ID numbers of all participants.
  • Full papers are not required. You may upload one optionally, only if you are happy for it to be available to ICON•S members and conference participants.
  • Incomplete submissions cannot be accepted.

Co-authors and participation limits

  • Co-authors are encouraged to choose one person to present the collective work. That author makes the submission, and non-presenting co-authors are noted in parentheses after the title.
  • Three authors (but no more than three) may jointly present if necessary. Joint presentations do not receive additional time and count as a presentation for all of them.
  • Each participant can present a maximum of two papers, as a sole or presenting co-author.
  • Subject to scheduling, each participant may also submit for two additional service roles as chair or discussant. If you are asked to chair a panel of individual papers during scheduling, that does not count toward the limits.

How to submit

The entire conference process, including submissions, decision notifications, conference announcements and participation certificates, is managed through the Oxford Abstracts conference management software. Create an Oxford Abstracts account with an email address you check regularly and use it consistently at every stage, as communication goes to that address and using different addresses may make you appear unregistered. The submission links on the Call for Submissions page are available to ICON•S members only, and each submission type has its own form.

Panels and roundtables are submitted in two stages:

  • Stage 1: each participant makes their own submission. Authors use the “Panel Author Submission” form with their contact details, affiliation, panel name, presentation title and a 250-word abstract. Chairs and discussants use the “Discussants, Chairs and Interest Group Conveners” form, one per panel. Each participant receives a Reference ID number by confirmation email.
  • Stage 2: the organizer submits the “Fully-Formed Panels and Book Roundtables” form with the panel title, type, a 250-word description and all participants’ names and Reference ID numbers. The organizer also makes their own participant submission. Incomplete panels will not be accepted.

Chairs, presenters and session format

The chair establishes the order and format of presentations, sets and enforces time limits, and moderates discussion. Parallel sessions are 90 minutes, and 10–12 minutes per paper is suggested, followed by joint discussion. An author presents original research, and a discussant comments on the work of others, focusing on the panel’s papers or, on a book roundtable, on the book itself.

Membership, fee and waiver

The annual membership fee includes conference registration, and there is no separate registration fee. The amount of the membership fee is not stated on these pages. If you cannot pay because of financial hardship or legal restrictions on making payments, you can apply for a limited number of fee waivers by completing the Waiver Application Form. The deadline for new waiver requests is 15 November 2026, and applications are considered case by case with all information kept confidential.

Important dates

  • 15 November 2026: deadline for new membership fee waiver requests
  • 1 December 2026: submit by this date if you need an earlier decision for a visa or funding (notification by approximately 15 December 2026)
  • 15 February 2027: submissions close, 11:59 pm EST
  • 15 March 2027: decision notifications (approximately)
  • May – June 2027: registration, usually opening in early May and closing in early June
  • 30 June – 2 July 2027: conference at Academia Sinica, Taipei

After you submit

  • You can edit a submission on your Oxford Abstracts dashboard until the submission deadline, and the editing window reopens after acceptance notifications. Do not create a new submission to correct a mistake.
  • Submissions cannot be deleted on the dashboard. Add the word “DELETE” to the title and email icons@icon-society.org.
  • Decisions go to the email linked to your Oxford Abstracts account. Proposals submitted after 1 December 2026 are considered in the regular round.
  • Acceptance is not registration. Every participant, whether author, chair or discussant, must register, using the link and deadline in the acceptance email. If confirmation is not received by the registration deadline, the submission is removed from the programme.
  • If your plans change, tell ICON•S as soon as possible by email or the withdrawal form, so that co-panellists are not affected.
