Call for Papers: 2027 ILA-ASIL Asia-Pacific Research Forum on International Law in an Era of Geopolitical Uncertainty, Taipei [28-29 June 2027; Proposals by 5 Dec 2026]

The 2027 ILA-ASIL Asia-Pacific Research Forum will be held on 28-29 June 2027 at the Howard Civil Service International House in Taipei, Taiwan. It is hosted by the Research Center for International Legal Studies of National Chengchi University (NCCU), in partnership with the Chinese (Taiwan) Society of International Law (the Chinese (Taiwan) Branch of the International Law Association), the American Society of International Law (ASIL) and the Foundation for the Development of International Law in Asia.

The forum gives academics, practitioners and government attorneys a platform to present works in progress across the spectrum of international and transnational law issues related to the Asia-Pacific region. NCCU's Research Center and the Chinese (Taiwan) Society of International Law have co-organised the biennial forum since 2013, and earlier the ILA Asia-Pacific Regional Conference in 2011.

The theme is “International Law in an Era of Geopolitical Uncertainty.” Proposals are welcome in any area of international and transnational law relevant to the theme and the Asia-Pacific region, including:

• Theories of International Law (e.g., recognition and sovereignty)
• Law of the Sea (e.g., armed conflicts in straits, fisheries agreements, freedom of navigation, and disputes in the East and South China Seas)
• Use of Force (e.g., self-defence, gray-zone tactics and drone warfare)
• Human Rights, International Humanitarian Law and International Criminal Law (e.g., gender equality, forced labour and civilian protection in wartime)
• International Environmental Law (e.g., climate litigation, renewable energy, marine protection and disaster response)
• International Economic Law (e.g., economic coercion and sanctions, green regionalism, new forms of economic agreements and WTO reform)
• International Law and Technology (e.g., AI, cyber operations, data governance, quantum technology, semiconductors and space activities)

The Organizing Committee invites proposals from ILA and ASIL members as well as non-members. Early-career scholars, private practitioners and government attorneys are particularly encouraged to participate. The call is open to authors from any jurisdiction.

• Submit through the official Google Form by 5 December 2026 (Taipei time). Late submissions will not be considered. Taipei is 2.5 hours ahead of IST, so the form effectively closes at 9:29 pm IST.
• The proposal must not exceed 500 words and should include a title and the author's name, institutional affiliation and e-mail address.
• Attach a one- to two-page CV, including a list of recent English-language publications.
• Selected authors will be invited to Stage 2 in December 2026. An invitation to Stage 2 is not final acceptance into the forum programme.

• Authors invited to Stage 2 must submit complete, unpublished papers of up to 10,000 words, inclusive of footnotes, by 20 March 2027.
• Citations in the U.S. Bluebook format are recommended.
• The Organizing Committee selects the final presenters after reviewing the full papers; final selections will be announced in April 2027.

Eight to twelve papers will be considered for publication in the Chinese (Taiwan) Yearbook of International Law and Affairs, published by Brill since 1981 and available on BrillOnline, HeinOnline and Westlaw. After the forum, revised papers undergo peer review, and the Yearbook's Editorial Board makes the final publication decisions.

According to the call for papers, regular paper presenters have their USD 300 registration fee waived but bear their own travel and accommodation costs. The forum website lists the fee as waived for presenters and guest speakers under the early-bird rates (by 1 May 2027) and USD 300 afterwards, so presenters should register by 1 May 2027.

Non-presenting attendees pay USD 200 (ILA, ASIL or ICON•S members as of 1 May 2027) or USD 350 (non-members) at early-bird rates, rising to USD 250 and USD 400 after 1 May 2027. Fees cover entry to both days' sessions and lunch and dinner on 28 June, and are payable only by bank transfer, with the participant bearing transaction costs. Registration opens later; details will be announced by March 2027.

The Organizing Committee covers two nights' accommodation for each of the four prize winners.

• Tuesday, 29 June 2027: Forum sessions and closing ceremony

The International Society of Public Law (ICON•S) Annual Conference will be held in Taipei from 30 June to 2 July 2027, and the organisers encourage participation in both events.
