About

Cambridge Forum on AI: Law and Governance is a gold open access journal published by Cambridge University Press. This call invites submissions for a themed issue, Governing Agentic AI, examining the governance consequences of the shift towards agentic AI - systems capable of independent decision-making and the execution of complex, multi-step tasks with minimal human oversight.

The issue understands governance broadly as the mechanisms, processes, and institutions for the making and enforcement of decisions, and asks how such systems can be effectively and responsibly controlled.

Guest Editors

The themed issue is led by an international panel of guest editors:

  • Prof. Tobias Mahler (University of Oslo)
  • Prof. Malcolm Langford
  • Prof. Henrique Sousa Antunes
  • Prof. Ana Paiva
  • Prof. Arlindo Oliveira
  • Prof. Emily Weitzenboeck
  • Prof. Luis Barreto Xavier

Themes / Sub-themes

Submissions may address questions including, but not limited to:

  • Development scenarios and governance concerns for agentic AI
  • Central dilemmas in the governance of agentic systems
  • The effectiveness of existing governance systems
  • Technical solutions and their integration with governance frameworks
  • Management of risks arising from emergent behaviour
  • Ex ante versus ex post controls
  • Governance reforms for specific domains
  • Cross-border interoperability challenges

Eligibility / Who can apply

The call is interdisciplinary and welcomes submissions from scholars and practitioners across law, social science, ethics, computer science, engineering, public policy, and science and technology studies (STS).

Submission Guidelines

Multiple article types are accepted; authors should consult the journal's full author instructions for word limits and formatting. An accessible writing style suited to an interdisciplinary audience is encouraged. All submissions undergo peer review for content and style, and authors must declare funding sources and competing interests. Accepted articles are published digitally in open access format.

Fee / Open Access

The journal is gold open access, so an article processing charge (APC) ordinarily applies. Cambridge University Press funds full APC waivers for corresponding authors based in 100+ low- and middle-income countries (including India) through the Cambridge Open Equity Initiative, with eligibility established automatically during publication. Any corresponding author of a research article not otherwise covered may request a discount or full waiver after editorial acceptance.
