This engagement is for the Programme Management Unit (PMU) under Samagra Shiksha & STARS, Rajasthan Project, Department of School Education, Government of Rajasthan. The Rajasthan Council of School Education is the State Implementation Society constituted by the Government of Rajasthan to run the Samagra Shiksha and STARS programmes in the State, following the policies, guidelines and framework laid down by the Ministry of Education. The programme aims to provide inclusive, equitable and quality school education from pre-primary to Senior Secondary (Class XII) in line with the National Education Policy, 2020, strengthening educational access, learning outcomes, school infrastructure, digital and vocational education, and institutional and teacher capacities.

• Bachelor's Degree in Law (LL.B.) from a recognised University or Institution, or a Master's Degree in Law (LL.M.)
• Good command of computer applications, especially MS Word, PowerPoint and Excel

Desirable: enrolment with the Bar Council of India or an appropriate State Bar Council.

Prescribed qualifications and post-qualification experience must have been acquired on or before 01 April 2026, and the qualifications must be from Government-recognised institutions.

• Minimum 3 years' post-qualification experience for LL.B. holders, or minimum 2 years' post-qualification experience for LL.M. holders, in the relevant fields of legal matters, contracts, litigation, arbitration, policy matters or regulatory compliance
• Experience in drafting and vetting legal documents, agreements, MoUs, affidavits and court-related matters

Experience will be counted as on 01 April 2026. Candidates should also have strong oral and written communication skills, excellent working knowledge of computers and presentation skills.

The fee for the Consultant (Legal) post is Rs 80,000. EdCIL states that the fee range for all Consultants and other posts is on a consolidated basis and is inclusive of all allowances.

The engagement of consultants is purely on a contractual, full-time basis for a period of one year, which may be extended by one more year for providing high-quality services on specific projects, as per the requirement of the Ministry of Education and the individual's performance. The place of work will be at State, District or Directorate level in Rajasthan.

Selection will be based on academic and professional qualifications and post-qualification experience, and will also include an interview as may be decided depending on the total number of eligible applicants. Merely fulfilling the eligibility criteria does not entitle a candidate to be called for interview.
