About the National Human Rights Commission

The National Human Rights Commission (NHRC) is India's national human rights institution, constituted under the Protection of Human Rights Act, 1993. It inquires into complaints of violation of human rights or negligence in preventing such violation by a public servant, intervenes in human rights proceedings before courts, visits jails and detention facilities, reviews safeguards under the Constitution and statutes, undertakes and promotes research in human rights, and spreads human rights literacy. The Commission works out of Manav Adhikar Bhawan, 'C' Block, GPO Complex, INA, New Delhi 110023.

About Deputation Vacancy Notice No. 07/2026

By Vacancy Notice/Circular No. 07/2026 (File No. A-12011/3/2025-Estt.) dated 20 July 2026, the Commission has invited applications to fill up existing and anticipated vacancies on deputation basis. The notice covers 19 categories of posts and 33 vacancies in all, spread across Pay Matrix Level-2 to Level-12, and includes research, legal, police, secretarial, accounts, library and support cadres. The Commission states that the number of vacancies is tentative and may vary, and that it reserves the right to modify, cancel or withdraw the notice wholly or partially at any stage without assigning any reason and without prior notice.

The pay attached to each post is the 7th CPC Pay Matrix Level shown against it. The rupee ranges that appear in the notice (for example Rs 67700-208700 for level-11 or Rs 47600-151100 for level-8) are the pay of the feeder grade an applicant must already be drawing in the parent cadre, not the pay of the post being filled.

Who can apply

These vacancies are to be filled on deputation basis only. Applications will be considered only from officers and officials serving under the Central Government, State Governments, Union Territory Administrations, autonomous or statutory bodies, public sector undertakings, universities or recognised research institutions who fulfil the eligibility conditions, qualifications and experience prescribed against the respective post.

Applications received from ineligible candidates, or from candidates serving in private organisations, private universities or private institutions, will not be considered and are liable to be summarily rejected. This is therefore not an opening for students, fresh graduates or open-market applicants; it is a lateral movement within government service.

Law and research posts in detail

  • Joint Director (Research), Level-12 (01): officers holding an analogous post on a regular basis, or with five years' service after regular appointment in level-11 (Rs 67700-208700) or equivalent; and holding a Master of Laws or a Master's degree in Social Science (Political Science, Sociology, Social Work, Economics, Human Rights, Psychology, Population Studies or Criminology) or Statistics from a recognised University or institute, with five years' research experience in Social Science or Statistics.
  • Assistant Registrar, Level-11 (01): officers holding an analogous post on a regular basis, or with eight years' service after regular appointment in level-8 (Rs 47600-151100) or equivalent; and possessing a Bachelor's degree with Law from a recognised University or institute.
  • Senior Research Officer, Level-11 (02): officers holding an analogous post on a regular basis, or with five years' service after regular appointment in level-10 (Rs 56100-177500) or equivalent; and holding a Master's degree in Social Science (as listed above) or Statistics, with three years' research experience in Social Science or Statistics.
  • Research Officer, Level-10 (02): officers holding analogous posts on a regular basis; essential qualification a Master's degree with Social Science; desirable a Bachelor's degree with Law and three years' research experience in any of the social sciences.
  • Senior Research Assistant, Level-7 (01): officers holding analogous posts on a regular basis; essential a Master's degree in social science with two years' research experience in any of the social sciences.
  • Deputy Superintendent of Police, Level-10 (02): officers of Central, State or Union Territory police organisations holding an analogous post, or with five years' service as Inspector in level-7 (Rs 44900-142400) or equivalent; Bachelor's degree with experience in investigation.
  • Inspector, Level-7 (05): officers holding analogous posts, or with five years' service as Sub-Inspector in level-6 (Rs 35400-112400) or equivalent; Bachelor's degree with five years' experience in vigilance, investigation or intelligence work; a Bachelor's degree with Law is desirable.

Age limit and terms of deputation

The maximum age limit for appointment on deputation shall not exceed 56 years as on the closing date prescribed for receipt of applications.

The appointment on deputation will be governed by the terms and conditions contained in the Department of Personnel and Training's O.M. No. 6/8/2009-Estt. (Pay-II) dated 17.06.2010, as amended from time to time, and other instructions issued by the Government of India in this regard. Candidates who are eligible for and wish to apply for more than one post must submit a separate application for each post.

How to apply

There is no online application. Applications must be made in the prescribed proforma at Annexure-I of the vacancy notice and forwarded through proper channel to the Under Secretary (Estt.), National Human Rights Commission, Manav Adhikar Bhawan, 'C' Block, GPO Complex, INA, New Delhi 110023. Only applications of eligible officers who can be relieved immediately in the event of their selection are to be forwarded.

The following documents must accompany the application:

  • Attested photocopies of APARs for the last five years
  • Integrity Certificate
  • Vigilance Clearance / Disciplinary Clearance
  • Details of major or minor penalties imposed during the last ten years, if any
  • Any other documents, wherever applicable

The Cadre Controlling / Forwarding Authority must certify the particulars furnished in the application form and ensure that the requisite documents are enclosed. Annexure-I also carries a certification block in which the employer confirms the applicant's eligibility, certifies integrity, confirms no vigilance or disciplinary case is pending or contemplated, and undertakes that the officer will be relieved immediately if selected. Officers already on deputation must have their applications forwarded by the parent cadre or department along with cadre clearance, vigilance clearance and integrity certificate.

Last date and cautions

The vacancy notice does not print a calendar closing date. It states that applications must reach the Under Secretary (Estt.) within 45 days from the date of publication of the advertisement in the Employment News. Applicants should confirm the exact issue date of the Employment News carrying this advertisement and count 45 days from it, rather than from the 20 July 2026 date of the circular or the date the PDF was uploaded to the NHRC website. This post is therefore listed without a fixed deadline; the window was open as at the date of listing.

Applications that are incomplete, received directly from candidates rather than through proper channel, received without the prescribed documents, or received after the stipulated closing date will not be entertained and are liable to be summarily rejected.
