The France Excellence Eiffel scholarship programme is run by France's Ministry for Europe and Foreign Affairs, with Campus France administering the call. It lets French higher education institutions attract top international students to degree programmes at Master's and doctoral level. Only French institutions can file applications with Campus France, so students apply through the institution they wish to join.
Université Paris Cité has opened its internal call for the 2027-2028 academic year. Its International Relations Office collects all applications, pre-selects candidates and submits them to Campus France.
The main fields covered are Science and technology, Biology and health, Ecological transition, Mathematics and digital sciences, Engineering sciences, Humanities and social sciences, History, French language and civilisation, Law and Political science, and Economics and management.
Master's applicants must choose a Master's programme at Université Paris Cité and check that it is on the university's list of Master's programmes eligible for the Eiffel scholarship (the list is in French). PhD applicants must find a doctoral school at Université Paris Cité; for a cotutelle or co-supervision, the candidate is mainly registered at Université Paris Cité.
The call is open to foreign (non-French) students, so Indian nationals may apply.
Master's: passport or ID card; CV in French or English (maximum 2 pages); higher education diplomas, translated into French or English; academic ranking from the previous year (strongly recommended); transcripts for the last three years, translated into French or English; a language certificate for the language in which the Master's is taught; and a professional project in French or English (1 to 2 pages). For a double degree, the home institution must attach the agreement.
PhD: passport or ID card; CV (maximum 2 pages); diplomas and academic ranking; language certificate (if applicable); transcripts for the last three years; professional project (maximum 2 pages); presentation of the PhD thesis (maximum 5 pages); an argued expert opinion on the thesis subject from a qualified expert outside Université Paris Cité, with the expert's CV; the overall funding scheme for the thesis; any cotutelle or co-supervision agreement; an assessment by the thesis supervisor; and argued opinions from the director of the host laboratory and the director of the doctoral school.
Read the Master's or PhD application guide, register on the university's MoveON application portal (follow the MoveON login instructions), then submit the complete application online.
Incomplete applications, late applications and applications that do not follow the procedure will not be reviewed. These internal deadlines are earlier than the date on the Campus France website (6 January 2027, the deadline for institutions to file applications) so that the university can prepare the selected files. Other French institutions set their own internal deadlines.
Candidates pre-selected by Université Paris Cité will be contacted by email between 1 and 4 December 2026. If you are not contacted by then, the university has not short-listed your application. Campus France announces the final results by email from 12 April 2027 and contacts the laureates directly. Selection experts are appointed by the Ministry for Europe and Foreign Affairs.
