About the conference

The International Society of Public Law (ICON-S) invites proposals for its 2027 Annual Conference, to be held in person at the Academia Sinica in Taipei, Taiwan, from 30 June to 2 July 2027.

The conference theme is 'Global Trajectories of Public Law: Endurance and Contestation'. ICON-S particularly encourages submissions relating to the theme but welcomes proposals addressing all areas of public law, broadly defined.

ICON-S has held its Annual Conference every year, most recently at University College Dublin Sutherland School of Law (2026), the University of Brasilia (2025), IE Law School, Madrid (2024) and Victoria University of Wellington (2023).

Types of submission

  • Individual submission: a paper you would like to present in a panel put together by ICON-S.
  • Organiser of a fully-formed panel or book roundtable: a panel of multiple paper presentations around a unified theme, or a roundtable dedicated to discussing a book. Every participant in the panel or roundtable must also make a separate submission alongside the organiser's overarching proposal.
  • Participant in a fully-formed panel or book roundtable: to submit a paper for, or to act as chair or discussant on, a fully-formed panel or roundtable.

In general, every submission should include a title, an abstract or description of up to 250 words, and biographical details of the participants. Each submission type has its own requirements, set out at the dedicated submission links. Incomplete submissions cannot be accepted.

Eligibility and participation limits

You must be an active member of ICON-S in order to make a submission; ICON-S membership is required to access the submission links.

Each participant can present a maximum of two papers (as a sole or presenting co-author). Subject to scheduling feasibility, each participant may also put themselves forward for two additional service roles as a chair or discussant.

Fee: ICON-S membership

There is no separate submission fee, but membership is required. According to ICON-S, every membership type covers the registration fee for the Annual Conference during the membership period:

  • Regular Membership: USD 150 per year (includes, on request, a one-year online subscription to I-CON, the International Journal of Constitutional Law).
  • Discount Membership: USD 80 per year, for scholars from non-OECD countries, students and postdoctoral researchers.
  • Patron of the Society: USD 250 per year.

Membership renews automatically at the end of each subscription period.

Membership fee waiver

If you cannot buy a membership because of financial hardship or legal restrictions on making payments, ICON-S says you can apply for a waiver through its Waiver Application Form, briefly explaining your reasons. A limited number of waivers are available each year and requests are considered case by case. The waivers page gives 15 November 2026 as the deadline for new requests.

In-person only

The 2027 Conference will be held fully in person. All panels and book roundtables will take place on site at Academia Sinica, and there is no remote or hybrid participation option. Requests for virtual participation will not be entertained.

Visa guidance for Taiwan is on the ICON-S Hotels and Visas page. ICON-S says the organising team is arranging discounted hotel rates in Taipei and will release the list of participating hotels closer to the first acceptance emails.

How to apply

The entire process (submissions, decisions, announcements and participation certificates) runs through the Oxford Abstracts conference management software. Create an Oxford Abstracts account with an email address you use regularly and use it consistently at every stage, or you may appear unregistered.

  • Join ICON-S (or obtain a fee waiver).
  • Log in and use the submission link for your submission type on the ICON-S call page.
  • Submit by 15 February 2027; submit by 1 December 2026 if you need an earlier decision for a visa, funding or any other purpose.
  • If accepted, register for the event through Oxford Abstracts to confirm participation, by the deadline given in the acceptance email. Acceptance does not equal registration.
