About the Competition and Kamkus College of Law

Kamkus College of Law, Ghaziabad, is hosting the Kamla Sukul Memorial National Moot Court Competition 2026 on 24 and 25 October 2026 at its Bhagirath Campus in Sanjay Nagar, Ghaziabad. The competition is organised in association with SCC Online.

The college was established in 2007 under the Bhagirath Sewa Sansthan. It is approved by the Bar Council of India, affiliated to Chaudhary Charan Singh University and accredited with a NAAC B+ grade, and it offers LL.B., B.A. LL.B., B.Com. LL.B. and LL.M. programmes.

Moot Proposition: Aryan Kapoor v. Union of Aranya and Anr.

The proposition deals with Generative AI, deepfakes and electoral politics. A realistic synthetic video, showing an opposition leader apparently accepting a bribe from a foreign defence corporation, goes viral a week before polling. The platform keeps it online for about 48 hours after an Election Commission removal direction while it runs an internal review, and the leader loses the election. He files an Article 32 writ petition against the Union and the platform, which is pending before a five-judge Constitution Bench.

The issues for consideration are:

  • Whether an Article 32 writ petition is maintainable against a private intermediary.
  • Whether the platform keeps safe harbour under Section 79 of the Information Technology Act, 2000, when content stayed up for about 48 hours after an Election Commission direction.
  • Whether the synthetic video violates the petitioner's rights to dignity, privacy and reputation under Article 21.
  • Whether the existing framework on synthetic and manipulated content is adequate, and whether regulating such political content is a permissible restriction on Article 19(1)(a).
  • Whether the petitioner is entitled to constitutional relief, including compensation.

The laws of Aranya are deemed pari materia with Indian law as on 1 August 2026, including the Constitution, the IT Act and the 2021 Intermediary Rules, the Representation of the People Act, 1951, and the new criminal and evidence codes. Indian precedents may be relied on.

Eligibility and Team Composition

  • Open to students enrolled in a 3-year or 5-year law degree course at any recognised law college or university in India.
  • A team has either three members (two speakers and one researcher) or two members (one speaker-researcher and one speaker).
  • Only one team per institution is allowed.
  • The language of the competition is English.

Memorial Guidelines

  • Each team submits one memorial for the Petitioner and one for the Respondent(s).
  • Times New Roman 12 pt with 1.5 line spacing in the body; Times New Roman 10 pt, single spaced, for footnotes; 1 inch margins on all sides.
  • Citations must follow the Bluebook 21st edition. Speaking footnotes and endnotes are not allowed.
  • Petitioner memorials take a blue cover and Respondent memorials a red cover. Hard copies are printed on one side only and must exactly match the soft copy.
  • Only the team code may appear, on the top right of the cover page. Any other identifying mark leads to disqualification.
  • Memorials are marked out of 100 on knowledge of law and facts, depth of research, analysis, format and citation, and legal analysis. Penalties apply for late submission, wrong file names, exceeding the page limit, wrong fonts or spacing and wrong cover colours.

Structure of the Oral Rounds

  • Preliminary rounds: two rounds of 30 minutes each (20 minutes of pleadings and 10 minutes of rebuttal and sur-rebuttal per team), each judged by two judges. Match-ups and sides are decided by draw of lots on 24 October after the inaugural ceremony.
  • Quarter-finals: the top eight teams, knockout, two judges.
  • Semi-finals and final: the top four and then the top two teams, 45 minutes per team, judged by a panel of three.
  • Researcher's Test: held on 24 October for the researcher named in the registration form, covering general understanding of law and the moot proposition.
  • Oral rounds are scored out of 100 for knowledge of law and facts, application of legal principles, courtroom conduct, clarity of arguments, answers to the judges, advocacy and time management. Scouting and the use of phones or laptops in the courtroom lead to disqualification.
  • Dress code: white shirt (or white salwar-kurta), black trousers, black plain tie, black coat and black shoes, including at the inaugural and valedictory ceremonies.

Registration Fee and Payment

The registration fee is Rs 1,500 per team and is payable only by bank account transfer to the college's account with The Nainital Bank, Sanjay Nagar branch, Ghaziabad. The bank details are in the official brochure. The fee is non-refundable.

How to Apply

  • Fill in the online registration form by 16 October 2026, with the payment transaction ID and date.
  • Email a soft copy of the registration form (the form in the brochure, signed and sealed by the Principal or faculty in-charge) to kamkus.mootcourt@gmail.com by 17 October 2026.
  • Email the soft copies of both memorials to the same address by 18 October 2026.
  • Send the hard copies of the memorials by 20 October 2026 to: The Principal, Kamkus College of Law, Sector 23, B-Block, Sanjay Nagar, Ghaziabad, Uttar Pradesh 201002.
