Overview

Gujarat Maritime University (GMU) is inviting applications for the post of Legal Consultant (Maritime Law) on a contractual basis, in collaboration with the Directorate General of Shipping (DG Shipping), Ministry of Ports, Shipping and Waterways, Government of India. If you are selected, you will be stationed at the Seafarers' Welfare Fund Society (SWFS) office or the Seamen's Provident Fund Organisation (SPFO) office in Mumbai, working at the heart of India's seafarer welfare and social-security framework.

There are two vacancies, and the consolidated remuneration is Rs. 60,000 per month. The advertisement reference is GMU/2026-27/LC/306/01, dated 23 June 2026.

About Gujarat Maritime University

Gujarat Maritime University was established by the Government of Gujarat through the Gujarat Maritime Board (GMB). It is dedicated to advancing maritime education, research, and capacity building in India, and works closely with the maritime industry and government institutions to strengthen the country's maritime ecosystem. The University runs schools covering Maritime Law, Policy & Administration, and Maritime Management, offering LL.M., MBA, Ph.D., and executive programmes from its campus in Gandhinagar, Gujarat.

The role

The Legal Consultant supports the legal, regulatory, and governance functions of SWFS and SPFO. Depending on your posting, your responsibilities will include:

  • Providing legal advice and opinions on welfare schemes, trust/society governance, labour laws, maritime and seafarer-related legislation, and beneficiary rights.
  • Drafting, reviewing, and vetting contracts, agreements, work orders, MoUs, Grant-in-Aid agreements, ToRs, SOPs, scheme guidelines, and policy documents.
  • Handling and managing court cases, litigation, and proceedings before courts, tribunals, and quasi-judicial authorities, including drafting replies, written statements, affidavits, and legal notices.
  • Advising on the Seamen's Provident Fund Act, 1966 and rules framed thereunder, and on compliance with Government of India guidelines and the General Financial Rules (GFR).
  • Reviewing procurement and tender documents, supporting audit, vigilance, and compliance reviews, and assisting with grievance redressal (including the 24x7 grievance system).
  • Liaising with external advocates, government counsel, the Crew Branch of DG Shipping, and other stakeholders, and providing legal inputs for Committee of Management (CoM) meetings.

You report to the Member Treasurer (SWFS) or the Section In-charge (Court Cases) and Commissioner (SPFO), and work full-time from the Mumbai office under its working hours and conduct rules. Note that you are expected to bring your own laptop for official use; the office provides workspace, records, systems, and communication facilities.

Who can apply

You are eligible if you hold an LL.M. in any one of the following from a recognised university or institution:

  • Maritime Law
  • Public International Law
  • Labour Law
  • Contract Management
  • Arbitration

You should also have a minimum of 1-2 years of post-qualification experience in legal practice, advisory work, or corporate/government legal functions.

Compensation and tenure

  • Remuneration: Rs. 60,000 per month (consolidated)
  • Tenure: Initially one year, extendable based on performance
  • Leave (SPFO posting): 8 days casual leave and 10 days medical leave for the term of engagement; prior approval is required, and absences beyond approved leave are deducted from pay.
  • Location: SWFS / SPFO office, Mumbai
