Lex Concilio 2026: Model Parliament Debate Competition at K.C. Law College, Mumbai [9 October; Trophies and Cash Prizes]

H.S.N.C. Board's Kishinchand Chellaram Law College, popularly known as K.C. Law College, was established in 1955 and is located at Churchgate, Mumbai. It is permanently affiliated to the University of Mumbai, recognised by the Government of Maharashtra and the Bar Council of India, and recognised under Sections 2(f) and 12(B) of the UGC Act. The college holds an 'A' grade from NAAC in its first accreditation cycle.

Lex Concilio is organised by the college's Constitution Club, a teacher-guided, student-driven club that works towards a thorough understanding of the Constitution through activities held across the year.

Lex Concilio is a modern Indian parliamentary-style debate competition. It sets up a parliamentary environment in which students can understand the law-making process and debate current issues facing the country. The session follows the sequence of the House: National Anthem, President's Address, Administration of Oath, Introduction of Government Bills, Question Hour, Zero Hour, Introduction of and Voting on a No-Confidence Motion, Introduction of a Private Member's Bill (if any), Statement of the Speaker and the National Song.

The Bills will be provided by the Organising Committee. Debate is permitted in English, Hindi and Marathi.

Students pursuing a degree or postgraduate course in any stream are eligible to participate.

• The event is held offline on Friday, 9 October 2026, and participants must be physically present. Reporting time is 8:30 am sharp.
• The college with the maximum number of participants will have the option of forming the government. A coalition government will be formed by the Constitution Club of K.C. Law College from the colleges with the highest registrations; a college that does not want to join the coalition will be made the opposition party.
• Each college must pick one team leader, who submits the list of parliamentarians (participants) who will speak in the session at the team leaders' meet. Only the listed parliamentarians may speak in the main debate and be awarded points by the judges.
• During Question Hour and Zero Hour, any participant may take part.
• The leader of the house is the default first speaker and the leader of the opposition the default last speaker; other speakers are chosen at the chair's discretion.

• Attire: Indian or Western formals.
• Participants must respect the chair and abide by its decisions. Arguing on unrelated points may attract negative marks, and unparliamentary language may lead to an apology or suspension at the chair's discretion.
• Personal attacks are to be avoided; debate must be limited to the merits of the question. Insinuations against the Speaker lead to expunging of remarks and disqualification.
• Questions in Question Hour must be precise, must not contain arguments or defamatory statements, and must not concern matters under adjudication before any court in India.
• Late arrivals will not be permitted to take part, and a participant who leaves midway will not receive the Certificate of Participation.
• All rules are subject to change at the discretion of the organising committee.

The registration fee is Rs 500, paid through the college's official payment page for Lex Concilio 2026, which asks for the student's name, mobile number, email and college.

• Fill in the official registration form (a Google sign-in is required to open it) by 28 September 2026.
• Join the event WhatsApp group linked in the brochure. The organisers state that all communication with colleges will take place through this group only.

The brochure's Important Dates table lists the team leaders' meet on 1 October 2026, while its guidelines text refers to a meeting with team leaders on 30 September 2026; registered teams should follow the date announced in the WhatsApp group. No accommodation is provided, but the organisers will assist participants in finding it.
