About National Law Fest 5.0

National Law Fest 5.0 is the fifth edition of the law fest organised by the Centre for Clinical Legal Education (CCLE), Faculty of Legal Sciences, Shoolini University of Biotechnology and Management Sciences, Solan. The official payment page describes it as a hybrid event offering a range of legal activities to advance law students’ clinical abilities and practical knowledge, held from 19 to 21 November 2026.

The fest has six competitions: the National Moot Court Competition (offline), Crime Scene Investigation, and four online competitions: PIL Drafting, Case Commentary, Legislative Review and Blog Writing. There are three registration forms (moot court, Crime Scene Investigation, and one common form for the four online competitions); the fee for every competition is paid through the university’s Razorpay page.

National Moot Court Competition: Proposition and Format

The proposition is a criminal trial, State of Aranya v. Kabir Anand & Ors., before the Sessions Judge, Naveenpur District, with charges under the Bharatiya Nyaya Sanhita, 2023, Section 13 of the Unlawful Activities (Prevention) Act, 1967 and Section 72A of the Information Technology Act, 2000.

  • All teams must participate in offline mode at Shoolini University, Solan, from 19 to 21 November 2026.
  • Rounds: Preliminary, Semi-Finals (6 teams) and Final (2 teams). Each round is 90 minutes, with 30 minutes per team and the last 30 minutes for rebuttal and sur-rebuttal at the judges’ discretion. Only one speaker may rebut or sur-rebut.
  • Teams prepare memorials for both sides; sides in each round are decided by draw of lots.
  • In three-member teams, the designated researcher alone writes a one-hour Researchers’ Test and may not address the court in the oral rounds.
  • Registration is first come, first served, with a maximum of 32 teams approved.

Moot Eligibility and Team Composition

  • Open to bona fide undergraduate students of recognised colleges, institutions and universities pursuing a 3-year LL.B. or 5-year integrated or Honours LL.B. programme on a regular basis.
  • A team has a minimum of 2 and a maximum of 3 members: 2 speakers and 1 researcher, or 2 speakers only. Speakers and researcher must be named at registration and cannot be changed.
  • A maximum of two teams per law college, with no student repeated.
  • Cross-university teams are not allowed.

Memorial Submission

  • Soft copy of the memorials (both sides) to ccle.shooliniuniversity@gmail.com by 10 November; memorials are not accepted after that date. A soft copy of the compendium is to be sent with the memorials in PDF format.
  • Five hard copies of each side’s memorial must be sent before 18 November 2026 to: Faculty of Legal Sciences, Shoolini University of Biotechnology and Management Sciences, Bajhol P.O. Sultanpur, Solan, HP (173229).
  • Format: English, Times New Roman 12 pt body with 1.5 spacing, 10 pt single-spaced footnotes, 1-inch margins, A4, justified; a maximum of 30 pages for the whole memorial and 10 to 15 pages for the body of arguments. Blue cover for the Petitioner side and red for the Respondent side.
  • Memorial marks total 100, across presentation of facts and law, interpretation of law, ingenuity and reasoning, use of authority, relief sought, format and citation, grammar and style, and adherence to the guidelines.

Crime Scene Investigation

The Crime Scene Investigation registration form gives the event date as 20 November 2026 at Shoolini University, Solan, and registers teams of two investigators.

  • Each team gets 40 minutes: 10 minutes to observe the crime scene and note the evidence, a 10-minute interview round with the panel of judges, and 20 minutes to prepare a report in the booklet provided at the venue.
  • Teams may carry paper and pen and may take photos or videos during observation; phones may be used during report writing only to refer to those photos.
  • Dress code: white shirt or white salwar-kurta, black trousers, black coat and black shoes (with a black tie for boys), also to be followed at the inaugural and valedictory ceremonies.

Online Competitions: PIL Drafting, Case Commentary, Legislative Review, Blog Writing

The four online competitions share one registration form. A participant chooses any one competition and may register individually or as a team of two. The official documents published so far do not set out topics or submission guidelines for these four competitions; write to the organisers at ccle.shooliniuniversity@gmail.com for details before registering.

Registration Fee

  • National Moot Court Competition: Rs 4,000 per team (exclusive of accommodation charges)
  • Crime Scene Investigation: Rs 3,000
  • Online competition, one participant: Rs 700
  • Online competition, team of two: Rs 1,000

Fees are paid online in favour of Shoolini University through the official Razorpay payment page.

How to Apply

  • Moot court teams must complete registration by 25 October 2026. The Crime Scene Investigation form and the common online competition form do not state a separate closing date, so register early.
  • Register through the form for your competition: the moot court form, the Crime Scene Investigation form, or the common online competition form.
  • Pay the fee on the Razorpay page and upload the payment screenshot to the form.
  • Moot teams must also submit an NOC provided by the organisers, attested by their Moot Court Faculty Coordinator, Dean or Principal, and email the screenshot of the online transaction to ccle.shooliniuniversity@gmail.com. Registration is complete only when the form is filled, the fee is paid and email approval is received; team codes follow by email.
  • Moot queries go to ccle.shooliniuniversity@gmail.com with the subject “MOOT COURT COMPETITION QUERY” by 30 October 2026.
