[Paid] Program Officer at IIIDEM, Election Commission of India, New Delhi (Rs. 60,000-80,000/month)

The India International Institute of Democracy and Election Management (IIIDEM), established by the Election Commission of India, is inviting applications for the engagement of Program Officers to plan, execute, monitor and report on its national and global programs across various aspects of Democracy and Election Management. Program Officers coordinate with internal teams and external stakeholders to ensure timely and quality delivery of IIIDEM's training, research and capacity-building mandate. The engagement is on a rolling basis, with the number of positions depending on requirement and availability of suitable candidates.

IIIDEM delivers its mandate through various Schools and Centres offering programs and courses in democratic governance, electoral laws, election technology and electoral processes. These include the School of Democratic Governance and Election Management, the School of Electoral Law (which undertakes programs and thematic studies based on the legal framework of elections), the School of Election Technology, the Centre for Research and Innovation, the Centre for National Trainings and the Centre for International Trainings.

Candidates must satisfy one of the following essential criteria:

• A Master's degree or equivalent in social sciences, public policy, public administration, development studies or management from a recognised University / Institution, AND minimum three (3) years of professional experience in international development cooperation, governance, academics, training, research or related areas; OR
• A Master's degree in International Electoral Management and Practices (MIEMP), an approved program of ECI offered through TISS, AND minimum two (2) years of professional experience in the above areas; OR
• A Bachelor's degree or equivalent in social sciences, public policy, public administration, development studies or management from a recognised University / Institution, AND minimum five (5) years of experience in the above areas.

Law and legal studies fall within social sciences, and the role is closely tied to electoral law work through IIIDEM's School of Electoral Law; candidates with a legal background and relevant experience are eligible.

• Experience working in a national/international level organisation, managing programs and projects at national/international level.
• Experience as part of a Strategy and Program Management Unit, or assisting a Senior Leadership team in program management.
• Demonstrated experience in tracking project progress, managing risks, and resolving/escalating issues and delays.
• Strong report-writing, documentation and presentation skills, with experience in publicly funded, government or donor-funded projects.

• Program and project management: develop work plans and timelines; proactively monitor quality issues and changes.
• Internal coordination across IIIDEM's Schools and Centres, tracking inter-team dependencies and escalating bottlenecks.
• External coordination and stakeholder management: liaise with States/UTs, Ministries, CEOs, EMBs, Embassies, International IDEA, academic bodies and other partners; support bilateral and multilateral engagements and MoU implementation.
• Support to India's Chairship of International IDEA, including assisting in producing policy briefs and knowledge products.
• Plan and organise seminars, studies, workshops, conferences and delegation visits, both online and offline.
• Reporting, documentation and communication: prepare notes, progress dashboards and periodic reports; maintain documentation and data integrity.

Consolidated remuneration of Rs. 60,000 to Rs. 80,000 per month, with an annual increase of up to 10% linked to performance evaluation. The engagement is contractual through NISG (the HR Service Provider of IIIDEM), initially for three (3) years, renewable based on IIIDEM's requirement. Place of posting is the IIIDEM Campus, Dwarka, New Delhi (full-time).
