About the Opportunity

The Employees' State Insurance Corporation (ESIC), a statutory body under the Ministry of Labour and Employment, Government of India, has invited applications for the empanelment of advocates to represent ESIC Regional Office-Telangana before the Hon'ble High Court of Telangana, the Hon'ble EI Court at Nampally, the Hon'ble Central Administrative Tribunal (Hyderabad Bench), the Hon'ble Metropolitan Magistrate Court at Nampally and various other courts across the State of Telangana, for the period 2026-29.

Practicing advocates registered with the Bar Council of India or a State Bar Council are eligible. Advocates already on the existing panel of ESIC RO-Telangana cease to be on the panel once the new panel is finalised, and must therefore apply afresh against this notice.

Vacancies

A total of 19 vacancies have been notified, all at Hyderabad:

  • High Court of Telangana - 06
  • CAT, Hyderabad Bench - 03
  • EI Court - 08
  • MM Court (cheque bounce cases) - 02

Eligibility

  • Bachelor Degree in Law from a recognised university in India.
  • Enrolment or registration as an advocate with the Bar Council of India or a State Bar Council.
  • High Court - minimum 10 years of professional/court practice in High Court(s) as on 01.07.2026.
  • CAT and various other courts/tribunals - minimum 10 years of practice in the High Court, CAT and various other courts/tribunals as on 01.07.2026.
  • EI Court - minimum 5 years of professional/court practice in various courts/tribunals as on 01.07.2026.
  • MM Court - minimum 5 years of professional/court practice in various courts/tribunals as on 01.07.2026.
  • The Regional Director, RO-Telangana may relax the experience requirement or prescribe additional qualifications or conditions.
  • The advocate must have an office at the place where empanelment is sought, with adequate infrastructure such as an accessible office, chambers, library and manpower.

Fee and Terms of Engagement

The fee payable to empanelled advocates is as prescribed by ESIC vide OM No. T-11/15/2/2016-Vol-II dated 25/03/2026. The advertisement and its annexures do not reproduce the rupee amounts; the fee schedule is governed by that Office Memorandum. No retainer fee is paid to any panel advocate merely because such advocate has been empanelled.

Empanelment confers only a right to be considered for legal work and does not bind ESIC to award work to any empanelled advocate. Allocation of cases is at the sole discretion of the officers authorised by ESIC, and ESIC remains free to engage any advocate of its own choice. Empanelled advocates are not employees of the Corporation.

The panel is ordinarily constituted for a period of three years. ESIC may terminate an empanelment with one month's written notice without assigning a reason; an advocate may seek termination by serving three months' notice.

Duties and Restrictions

  • Empanelled advocates must not delegate cases and must deal with them personally, coordinating with any designated Senior Advocate and with ESIC officers.
  • Timely appearance is mandatory; unattended matters are treated as a serious violation and may entail de-empanelment.
  • Case status must be reported after every date of hearing, with a monthly statement of cases and outcomes. Failure to submit status reports is a ground for de-empanelment.
  • Where a case is decided against the Corporation, a considered opinion on the reasons and on the advisability of an appeal must be given within 5 working days of the certified copy of the order.
  • Advocates must not advise any party or accept any case against ESIC during empanelment, and must maintain strict confidentiality.
  • Advocates may not use ESIC's name, logo or symbol on letterheads, signboards or name plates, or describe themselves as ESIC's Standing Advocate unless so specified.
  • Adjournments must not be sought unless ESIC considers it necessary on valid grounds.
  • Private practice is permitted provided it does not conflict with the efficient discharge of duties for ESIC.

Documents to be Submitted

  • Copy of law degree and other qualifications
  • Copy of registration certificate issued by the Bar Council
  • Copy of identity card issued by the Bar Association
  • Copy of ID proof
  • Copies of empanelment letters issued by other authorities or entities
  • Resume with a brief profile of experience, background, education, list of clients and nature of cases handled
  • Two recent colour passport size photographs
  • Copy of income tax returns for the last two financial years
  • Copy of Aadhaar card and copy of PAN card

Selection Process

Applications must be made only in the format prescribed by ESIC; no other format is entertained. Depending on the requirement and the number of applications received, ESIC may shortlist candidates for an interaction. Meeting the eligibility criteria alone confers no right to be called for interaction or to be selected, and the decision of ESIC on shortlisting and selection is final. Canvassing in any form results in cancellation of candidature. No TA/DA is admissible for attending the interaction.

The Selection Committee consists of the Regional Director, RO-Telangana and two external members of eminence from the legal field. The list of selected advocates will be published at rotelangana.esic.gov.in, and empanelment letters will be issued separately.

How to Apply

Applications are accepted offline only. Fresh applicants must apply in the format at Annexure-II; advocates already on the existing ESIC RO-Telangana panel must apply in the format at Annexure-III. The completed application with all supporting documents must be sent in an envelope superscribed "Application for the Empanelment of Advocates for Hon'ble High Court of Telangana/ Hon'ble EI Court/ Hon'ble CAT Hyderabad Bench/ Hon'ble MM Court/ Various other Courts in the State of Telangana" to:

Applications must reach the Regional Office by 14 August 2026 till 1700 hours.
