About the Opportunity

The Centre for Child Rights (CCR) at Dr. Ram Manohar Lohiya National Law University (RMLNLU), Lucknow has issued a vacancy announcement for contractual roles under Advt. No. RMLNLU/CRC/2026/04. The Centre invites applications from eligible, highly motivated and qualified candidates for project-based contractual positions.

The appointments are purely temporary and co-terminus with the project titled "Strengthening / Monitoring Child Protection, Juvenile Justice Systems, Diversion Mechanisms, and Victim Support Structures in Uttar Pradesh through Evidence-Based District Interventions." The initiative is run by RMLNLU in association with UNICEF.

Two posts are advertised, one in each role, both for a duration of 12 months.

Post 1: Project Officer (Part-Time)

  • Vacancies: 1 post
  • Duration: 12 months (5 days per month)
  • Remuneration: Rs 5,000 per working day (totalling up to Rs 25,000 per month for 5 scheduled work days)
  • Key responsibilities: overall in-charge for the Centre; monitoring the staff engaged; compiling and drafting field reports; coordinating data collection; documenting field interventions; and managing basic administrative and documentation tasks for the project
  • Qualifications: graduate or post-graduate degree in Law (LL.B./LL.M.), Sociology, Social Work or Public Administration
  • Experience: 1-2 years of relevant experience in documentation, research coordination or logistics management. Fresh law/social science post-graduates with strong academic or field backgrounds are welcome to apply

Post 2: Consultant Child Protection (Full-Time)

  • Vacancies: 1 post
  • Duration: 12 months
  • Remuneration: Rs 75,000 per month (consolidated)
  • Key responsibilities: oversee State-level research interventions; analyse evidence-based child protection data; liaise with State and district juvenile justice stakeholders; and lead report drafting
  • Experience: the summary of the post states 5 years of relevant experience, while the detailed selection criteria in the same advertisement require a minimum of 7-10 years of relevant professional experience. Applicants should read both parts of the advertisement before applying

The Consultant will serve as the technical and administrative anchor for the project. The primary objective is to drive evidence-based district interventions in Uttar Pradesh.

Scope of Work for the Consultant

  • Analysis of the Election Manifestos 2022 of 4-5 key political parties contesting the Uttar Pradesh Legislative Elections in 2026, to locate the positioning of children and youth issues and commitments
  • Technical support in developing a 'Manifesto for Children', pitching 8-10 key priorities with rationale, along with district factsheets on children in English and Hindi, developed in consultation with sector experts including UNICEF and RMLNLU
  • Technical support in developing factsheets, policy briefs, presentations and other communication and advocacy material in English, Hindi and audio-visual formats
  • Building strategic outreach with key political parties, leaders, spokespersons, legislators and analysts across party lines, including stakeholder mapping, SWOT profiling and an outreach plan
  • Coordinating the planning, organisation and documentation of consultations, workshops and stakeholder events with legislators, CSOs/NGOs, think tanks, businesses, children, youth, media and digital influencers
  • Shaping public narrative through an online-offline campaign, news, articles, op-eds and social media content, with coverage and analytics compiled
  • Knowledge management, accountability tracking, reporting and documentation, including minutes, process and impact reports, a well-presented overall report and video, and a referenced repository of all project materials
  • Willingness to travel within Uttar Pradesh as required

Selection Criteria for the Consultant

Essential qualifications:

  • Postgraduate degree in political science, public policy, law, social sciences, development studies, communication, journalism, governance, public administration or any other relevant discipline
  • Candidates with a graduate degree and exceptional relevant experience in legislative engagement, political communication, public policy advocacy or child rights may also be considered
  • Strong understanding of democratic institutions, legislative processes, political party systems, multi-party elections and public policy processes in India, preferably in Uttar Pradesh

Essential experience:

  • Minimum 7-10 years of relevant professional experience in public policy, legislative engagement, political analysis, advocacy, governance, development communication, election-related work, media engagement or social-sector campaigns
  • Demonstrated experience of working with or engaging elected representatives, political parties, legislative committees, government departments, policy experts, civil society organisations, media, digital influencers and/or youth groups, especially in Uttar Pradesh
  • Experience in developing evidence-based policy briefs, issue notes, advocacy materials, stakeholder maps, consultation reports and campaign material on child rights, youth and development issues with a gender and equity perspective
  • Experience in planning and facilitating meetings with political leaders, consultations, roundtables and workshops

Desirable experience: established professional networks with political analysts, legislative bodies, media professionals, civil society organisations, youth groups, academic institutions or policy platforms in Uttar Pradesh; and experience of working with UN agencies, government departments, development partners, academic institutions, legal/policy institutions or reputed civil society organisations.

Technical competencies and professional attributes: strong analytical skills across political, legislative, media and public narratives; excellent spoken and written communication in English and Hindi; strong research and documentation skills; demonstrated experience of using Microsoft and Adobe creative suite and/or appropriate AI tools responsibly; demonstrated neutrality, political sensitivity and the ability to work across party lines; commitment to child rights, inclusion, equity and public interest; confidentiality, integrity and ethical conduct; and the ability to work independently and manage multiple priorities within tight timelines.
